- The filer is exempt from STIR/SHAKEN implementation requirements because it does not currently operate voice network infrastructure capable of implementing the STIR/SHAKEN authentication framework and does not originate voice traffic over facilities owned or controlled by the filer. The filer operates as a cloud services provider and intends to resell hosted PBX services provided by third-party voice service providers. Any voice services offered by the filer are delivered through upstream carriers or hosted communications providers that are responsible for the underlying voice network and, where applicable, the implementation of STIR/SHAKEN authentication within their networks. The filer does not currently implement STIR/SHAKEN on any portion of its own network because it does not maintain the necessary IP-based voice infrastructure or operate a voice network that directly originates telephone calls to the public switched telephone network. The filer maintains a robocall mitigation program consistent with 47 CFR § 64.6305(a), including reasonable measures to prevent the origination of illegal robocall traffic. The filer commits to responding fully and within 24 hours to all traceback requests from the Federal Communications Commission, law enforcement agencies, and the industry traceback consortium, and to cooperate with such entities in investigating and preventing illegal robocall activity. The filer further certifies that no prior certification has been removed by Commission action, that it has not been prohibited from filing in the Robocall Mitigation Database, and that it has not implemented the STIR/SHAKEN authentication framework on any portion of its network.
