Exemption rules: LoopVoice.ai does not have an obligation to implement the STIR/SHAKEN authentication framework under 47 CFR § 64.6301 because it lacks control over the network infrastructure necessary to implement STIR/SHAKEN, as recognized in 47 CFR § 64.6305(f)(2)(i). The § 64.6301 obligation applies to a voice service provider's own IP network. LoopVoice.ai does not operate or control any voice or IP network infrastructure of its own; it relies entirely on its underlying carrier, Telnyx, to originate, route, and authenticate all calls. Telnyx is approved by the STI-PA and is fully STIR/SHAKEN compliant, and authenticates qualifying outbound calls originating on its platform. Because LoopVoice.ai has no IP network of its own on which to deploy STIR/SHAKEN, it is unable to implement the framework due to a lack of control over the necessary infrastructure. LoopVoice.ai nonetheless maintains a robocall mitigation program, described in its accompanying mitigation plan, and commits to responding to all traceback requests within 24 hours.
