Westhaven Partners LLC (d/b/a QuoteOtter) operates a pay-per-call call tracking and routing platform. The company does not directly originate calls on the PSTN; instead, it routes calls via API through one or more underlying licensed carriers (including but not limited to Telnyx LLC) that provide originating telephony services. Those carriers implement STIR/SHAKEN attestation on all calls at the network level. Because Westhaven Partners LLC does not itself operate an IP-based telephony network capable of signing calls, it currently lacks the technical ability to implement the STIR/SHAKEN authentication framework. Pursuant to 47 CFR § 64.6301(b), the company is not in a position to implement STIR/SHAKEN at this time and relies on its upstream carriers to provide call authentication. The company intends to implement STIR/SHAKEN directly as its platform matures and will update this filing accordingly.
