Exemption rules: Phone Incorporated ApS is a foreign (non-U.S.) voice service provider, incorporated in Denmark, and is therefore not eligible to participate in the STIR/SHAKEN caller ID authentication framework. STIR/SHAKEN participation requires registration with the STIR/SHAKEN Policy Administrator (STI-PA) and a Service Provider Code (SPC) token, which in turn requires an FCC-issued Operating Company Number (OCN) available only to U.S.-authorized providers. As a non-U.S. entity without an OCN, the filer cannot obtain an SPC token or STI certificate and cannot implement STIR/SHAKEN on any portion of its network. The filer is not exempt from the robocall mitigation requirements of 47 CFR § 64.6305(a). All calls it originates are subject to a robocall mitigation program, and the filer commits to respond fully within 24 hours to all traceback requests from the Commission, law enforcement, and the Industry Traceback Group, and to cooperate in investigating and stopping illegal robocallers.
