Exemption rules: SBHelpGroup LLC is a new reseller/platform provider and has not implemented the STIR/SHAKEN authentication framework on any portion of its own network at this time. SBHelpGroup LLC does not operate its own STI-AS/STI-VS signing infrastructure and does not currently originate traffic through an independently controlled STIR/SHAKEN signing environment. SBHelpGroup LLC selected Option 3 because SBHelpGroup LLC itself has not directly implemented STIR/SHAKEN. Outbound traffic for SBHelpGroup LLC is intended to be routed through approved upstream voice service providers, including Bulk Solutions, LLC, once service is activated. SBHelpGroup LLC maintains a robocall mitigation program consistent with 47 CFR § 64.6305(a), including customer onboarding controls, lawful-use requirements, DNC and suppression controls, traffic monitoring, investigation and remediation procedures, and a commitment to respond fully within 24 hours to traceback requests from the Commission, law enforcement, and the industry traceback consortium. SBHelpGroup LLC will revise its Robocall Mitigation Database filing if its network role changes or if it implements STIR/SHAKEN authentication directly in the future.
