Explanation to Enter Into the Portal We are an international voice service provider operating completely out of Pakistan. Because our business operations and core network infrastructure are located entirely outside the United States, we cannot register with the U.S. Secure Telephone Identity Policy Administrator (STI-PA) to get an official Service Provider Code (SPC) token. Without this token, it is technically impossible for our switches to cryptographically sign outbound SIP invites with STIR/SHAKEN certificates at the point of origin. Because we cannot physically sign the traffic ourselves, we qualify for the standard foreign provider exemption from direct STIR/SHAKEN implementation. To ensure full compliance with FCC regulations and protect the U.S. telecom ecosystem, we do two things instead: We enforce a strict, mandatory Robocall Mitigation Program (RMP) on our network to block illegal traffic and answer tracebacks within 24 hours. We pass our clean traffic to downstream U.S. gateway and intermediate carrier partners, who take over the responsibility of cryptographically signing our calls when they enter the U.S. network.
