- Pursuant to 47 CFR § 64.6305(d)(2)(i), DigiTalker LLC is unable to implement the STIR/SHAKEN authentication framework due to a lack of control over the network infrastructure necessary to implement it. DigiTalker does not hold a Service Provider Code (SPC) token from the Secure Telephone Identity Policy Administrator (STI-PA), which is a prerequisite to obtaining the digital certificate required to sign calls under STIR/SHAKEN. DigiTalker was assigned Operating Company Number 437M on July 2, 2026, and has submitted its Service Provider registration to the STI-PA (iconectiv), which has completed the Policy Administrator's vetting. DigiTalker has not yet been issued an SPC token and therefore cannot yet obtain an authentication certificate. In addition, the telephone numbers used as caller identification are obtained from third-party numbering providers rather than held directly by DigiTalker. Pending issuance of the SPC token and receipt of a certificate from an approved Certification Authority, DigiTalker relies on the robocall mitigation program described in the attached program description. DigiTalker will file a revised certification within 10 business days of implementing STIR/SHAKEN.; Pursuant to 47 CFR § 64.6305(e)(2)(i), DigiTalker LLC is unable to implement the STIR/SHAKEN authentication framework due to a lack of control over the network infrastructure necessary to implement it. Obtaining the SPC token requires an Operating Company Number (OCN), which DigiTalker does not yet hold.
