Iberia Voz & Data SLU (operating commercially as Iberia Telecom) is a foreign voice service provider based in Spain and operates entirely outside the United States. Under 47 CFR § 64.6304(b), voice service providers that are incapable of obtaining a Service Provider Code (SPC) token due to the STIR/SHAKEN Governance Authority policy are exempt from the implementation requirements of § 64.6301. As a foreign entity with no physical telecommunications infrastructure or direct access to the U.S. STI Policy Administrator (STI-PA), the filer is technically and regulatory incapable of obtaining the necessary U.S. SPC tokens required to digitally sign calls under the U.S. STIR/SHAKEN framework.
