Exemption rules: Rule: 47 CFR § 64.6304 — STIR/SHAKEN implementation extension for voice service providers that are unable to obtain a Service Provider Code (SPC) token. Explanation: The filer is a non-facilities-based voice service provider (reseller). It does not operate its own IP origination network and obtains telephone numbers and voice origination/termination from its underlying facilities-based provider rather than directly from the numbering administrators, and it does not hold an Operating Company Number (OCN). Under the Secure Telephone Identity Governance Authority's policy, eligibility to obtain an SPC token from the STI Policy Administrator requires, among other things, direct access to telephone numbers from the numbering administrators or an OCN. Because the filer has neither, it is not eligible to obtain an SPC token and therefore cannot implement or participate in the STIR/SHAKEN authentication framework. Caller ID authentication for the filer's traffic is performed by its underlying facilities-based provider. The filer accordingly qualifies for the extension under § 64.6304 and maintains a robocall mitigation program consistent with 47 CFR § 64.6305(a), as described in its robocall mitigation plan.
