See Sixth Caller ID Authentication Report and Order ¶ 36 & n. 137; id. ¶ 45 & n.170.; Desertlink is a non-gateway intermediate provider that only contractually agrees to accept traffic that is already STIR/SHAKEN-authenticated before it is handed off to Desertlink for carriage, and therefore does not have a STIR/SHAKEN implementation obligation with respect to that traffic.
