Filer is a non-facilities-based reseller of Voice over IP (VoIP) services. Filer does not own or control the underlying network infrastructure or switching equipment necessary to obtain a Service Provider Code (SPC) token or to apply digital STIR/SHAKEN signatures directly. Therefore, Filer is subject to the implementation extension for providers unable to obtain a token under 47 CFR § 64.6304. In accordance with 47 CFR § 64.6305(a), Filer instead implements a comprehensive Robocall Mitigation Plan and relies on its upstream provider, SkySwitch, to perform STIR/SHAKEN authentication for calls originated through their platform.
