Love Mobile Incorporated is exempt from STIR/SHAKEN implementation obligations pursuant to 47 CFR Section 64.6301(b). Love Mobile Incorporated is a prepaid wireless Mobile Virtual Network Operator (MVNO) that does not own or operate the network infrastructure over which calls are transmitted. As a reseller, Love Mobile Incorporated does not control the origination of calls at the network level and therefore lacks the technical ability to implement STIR/SHAKEN directly. STIR/SHAKEN authentication is implemented by Love Mobile Incorporated's underlying carrier partners, who operate the network infrastructure pursuant to FCC requirements. Love Mobile Incorporated qualifies as a voice service provider without a STIR/SHAKEN implementation obligation under the Commission's rules applicable to resellers that do not control call origination.
