- Cloud Worldwide Services LLC (“CWS”) currently certifies pursuant to 47 C.F.R. § 64.6305(d)(1)(iii) that it has not implemented the STIR/SHAKEN authentication framework on any portion of its network. CWS provides a cloud-based Fax over IP (“FoIP”) information service commercially known as eComFax. The service utilizes T.30/T.38 fax protocols over IP networks and is designed for secure business document transmission rather than traditional SIP-based interconnected voice telephony services. Due to the technical architecture and nature of the eComFax service, STIR/SHAKEN call authentication is not currently implemented within CWS’s operational environment in the manner applicable to traditional interconnected VoIP voice providers. Accordingly, CWS currently relies on a robocall mitigation program consistent with 47 C.F.R. § 64.6305(a), including customer verification procedures, traffic monitoring, anti-spoofing policies, traceback cooperation, and abuse mitigation measures as described in its Robocall Mitigation Program Description. CWS continues evaluating future STIR/SHAKEN implementation requirements applicable to its FoIP service model.
