Exemption rules: "The filer is exempt from the STIR/SHAKEN implementation requirements of 47 C.F.R. § 64.6301 pursuant to the continuing extension for providers that cannot obtain a Service Provider Code (SPC) token, as set forth in 47 C.F.R. § 64.6304(b). On-VoIP is a non-facilities-based voice service provider. Under the current Token Access Policy established by the STIR/SHAKEN Governance Authority, a provider must generally possess an Operating Company Number (OCN) and demonstrate facilities-based control to obtain the SPC token required to digitally sign calls. As a reseller, On-VoIP does not own or operate physical switching facilities and therefore cannot technically obtain the necessary token to implement STIR/SHAKEN directly on its own network. To fulfill its compliance obligations, On-VoIP has implemented a comprehensive Robocall Mitigation Plan (attached) that includes: Strict 'Know Your Customer' (KYC) identity verification for all customers. Cooperation with the Industry Traceback Group (ITG) with a 24-hour response commitment. Upstream coordination with our provider, Telnyx, to ensure traffic is authenticated to the highest possible attestation level allowed by their infrastructure."
