Exemption rules: The filer relies on the exemption in 47 CFR § 64.6304(b). SKAIVISION is not a facilities-based voice carrier and does not own or control the IP voice network infrastructure, switches, SBCs, numbering resources, interconnection facilities, or STIR/SHAKEN certificate infrastructure necessary to directly implement STIR/SHAKEN authentication. SKAIVISION uses Bandwidth as its underlying voice service provider/carrier for PSTN-enabled telephone numbers and outbound voice routing. Because SKAIVISION does not control the network infrastructure required to obtain and use its own SPC token/certificate and authenticate calls directly, SKAIVISION is currently incapable of implementing STIR/SHAKEN on its own network. SKAIVISION does, however, maintain a robocall mitigation program for calls/messages originated through its services, including customer and dealership vetting, use-case review, registration/approval processes where applicable, opt-out and suppression controls, logging, monitoring, and cooperation with Bandwidth.
