- All calls originated by the filer to U.S. PSTN destinations are routed through and terminated by U.S.-licensed upstream voice service providers (Twilio Inc. and Telnyx LLC) who hold their own STIR/SHAKEN signing certificates and apply caller-ID authentication on the filer's behalf as the signing party in the call chain. As a foreign voice service provider that does not directly hold a STIR/SHAKEN signing certificate and does not have a direct interconnection with the U.S. PSTN, the filer is not subject to the IP-network authentication framework requirement of 47 CFR § 64.6301(a). The filer instead implements a robocall mitigation program consistent with 47 CFR § 64.6305(a), described in detail in the attached robocall mitigation program description.
