Under 47 CFR §64.6305(d)(1), a voice service provider must certify to one of three options. KeystoneTelX certifies under Option (iii) — that it has not implemented the STIR/SHAKEN authentication framework on any portion of its network — on the following basis: • KeystoneTelX is a newly registered voice reseller with limited call origination volume; • KeystoneTelX does not independently control the underlying network infrastructure; • STIR/SHAKEN signing is handled entirely by SkySwitch, the upstream wholesale provider; • KeystoneTelX's primary obligation is to implement reasonable mitigation steps at the customer onboarding and account management layer.
