Pursuant to 47 CFR § 64.6304(b)(1), ALERTSIO LLC (d/b/a CallFlow) is exempt from full STIR/SHAKEN implementation because the company does not directly control the originating SIP gateway infrastructure at the carrier interconnect level. CallFlow operates as a cloud-based voice application platform that routes calls through upstream wholesale SIP carriers (including BulkVS and Ahoi), which maintain their own STIR/SHAKEN signing infrastructure. As a non-facilities-based provider without direct access to a STIR/SHAKEN certificate authority at the call origination point, full end-to-end signing of all originated calls is not technically feasible under the current architecture. CallFlow instead relies on its upstream carrier partners' STIR/SHAKEN implementations and supplements this with a robust Robocall Mitigation Program as described herein.
