Exemption rules: Connectra Technologies Inc. is a non-facilities-based voice service provider (VoIP reseller) that does not own or operate transmission facilities or network infrastructure capable of implementing the STIR/SHAKEN authentication framework. Pursuant to 47 CFR § 64.6301, the obligation to implement STIR/SHAKEN applies to facilities-based voice service providers with control over the network elements required to authenticate and sign calls. As a reseller operating on hosted VoIP platforms provided by underlying carriers (e.g., SkySwitch/CoreDial), Connectra Technologies Inc. relies on its upstream providers to perform STIR/SHAKEN authentication. Accordingly, Connectra Technologies Inc. qualifies for the exemption from direct STIR/SHAKEN implementation as it does not have the technical capability or network control required to implement authentication directly. All voice traffic originated by Connectra Technologies Inc. is transmitted through upstream carriers that are responsible for STIR/SHAKEN compliance. Notwithstanding this exemption, Connectra Technologies Inc. has implemented a comprehensive robocall mitigation program in accordance with 47 CFR § 64.6305 to prevent the origination of illegal robocalls.
