- Speakup B.V. is exempt from STIR/SHAKEN implementation under 47 C.F.R. § 64.6304(b). As a foreign non-gateway intermediate provider, Speakup is ineligible to obtain an SPC token under Governance Authority policy because it does not have access to U.S. numbering resources and is not a U.S.-based voice service provider. Without an SPC token, Speakup cannot implement the STIR/SHAKEN authentication framework on its own network and is therefore exempt from the authentication requirements of § 64.6302(d). Calls entering the United States are authenticated by third-party U.S. gateway providers, who fully comply with their STIR/SHAKEN obligations.
