Exemption rules: Scyber is a non-facilities-based reseller of voice services. We do not own or control the underlying network infrastructure (specifically the IP nodes and switching fabric) necessary to technically implement the STIR/SHAKEN authentication framework. Consequently, we are 'incapable of obtaining an SPC token' under the current STI Governance Authority (STI-GA) policies, which require the holder to have a direct Access Customer Name Abbreviation (ACNA) or Operating Company Number (OCN). Pursuant to 47 CFR § 64.6304(b), we are exempt from the STIR/SHAKEN implementation requirements of § 64.6301 until such time as we are capable of obtaining an SPC token. Our upstream provider, SkySwitch (BCM One), performs the STIR/SHAKEN authentication and signing for all calls originated by our customers. We fulfill our regulatory obligations by maintaining a robust Robocall Mitigation Plan (RMP) and ensuring our upstream provider is in full compliance with Commission rules
