Wing Tel Inc. is a “pure reseller” that has no control over the infrastructure necessary to implement STIR/SHAKEN. As such, Wing Tel Inc. was previously exempt from the FCC’s STIR/SHAKEN rules. The R&O requires that pure resellers such as Wing Tel Inc. now file RMPs. Because Wing Tel Inc. does not have access to the necessary infrastructure, it relies on its upstream carriers to assist in robocall mitigation. As delineated herein, Wing Tel Inc. works closely with its upstream providers to carry out the required mitigation functions.
