K & A Innovations, LLC is a white-label voice service provider/reseller that uses SkySwitch as its underlying platform and does not independently control the network infrastructure necessary to implement STIR/SHAKEN for the voice service provider function. K & A Innovations, LLC does not independently obtain or use its own SPC token and STI certificate to authenticate calls on network infrastructure it controls, does not independently operate the SBC or signing environment used to authenticate outbound calls, and does not independently perform STIR/SHAKEN implementation across its own IP network. Accordingly, K & A Innovations, LLC is unable to implement STIR/SHAKEN because it lacks control over the network infrastructure necessary to implement STIR/SHAKEN within the meaning of 47 CFR § 64.6305(d)(2)(i). K & A Innovations, LLC relies on its underlying upstream platform/provider for network-level STIR/SHAKEN implementation where applicable. K & A Innovations, LLC nevertheless subjects all calls it originates on its network to its robocall mitigation program, including customer vetting and know-your-customer procedures, monitoring for suspicious or unlawful traffic patterns, investigation and mitigation of suspected illegal robocall activity, cooperation with the Commission, law enforcement, and the industry traceback consortium, and a commitment to respond fully and within 24 hours to all traceback requests and to assist in investigating and stopping illegal robocallers that use its service to originate calls.; Rule cited: 47 CFR § 64.6305(e)(2)(i), with the underlying gateway-provider caller ID authentication obligation in 47 CFR § 64.6302. K & A Innovations, LLC is a white-label voice service provider/reseller that uses SkySwitch as its underlying platform and does not independently control the network infrastructure necessary to implement STIR/SHAKEN for any gateway-provider function. K & A Innovations, LLC does not operate its own gateway network facilities for directly receiving traffic from foreign originating providers or foreign intermediate providers at U.S.-based facilities, does not independently obtain or use its own STI certificate to authenticate such traffic in a gateway-provider capacity, and does not independently make gateway-provider authentication decisions on network infrastructure it controls. Where applicable, the underlying upstream platform/provider controls the relevant SBC, routing, and STIR/SHAKEN implementation environment. Accordingly, K & A Innovations, LLC is unable to implement STIR/SHAKEN for gateway-provider functions because it lacks control over the network infrastructure necessary to do so. K & A Innovations, LLC nevertheless subjects any traffic it carries or processes through its service arrangements to its robocall mitigation program, including customer and upstream-provider vetting where applicable, traffic monitoring, prompt investigation of suspicious traffic, full cooperation with the Commission, law enforcement, and the industry traceback consortium, and a commitment to respond fully to traceback requests within 24 hours.; Rule cited: 47 CFR § 64.6305(f)(2)(i), with the underlying non-gateway intermediate-provider caller ID authentication obligation in 47 CFR § 64.6302. K & A Innovations, LLC is a white-label voice service provider/reseller that serves end users using the SkySwitch platform and does not independently control the network infrastructure necessary to implement STIR/SHAKEN for any non-gateway intermediate-provider function. K & A Innovations, LLC does not independently operate as an intermediate provider that carries or processes traffic it neither originates nor terminates, does not directly receive unauthenticated SIP calls from originating providers on infrastructure it controls for purposes of non-gateway intermediate authentication, does not independently obtain or use its own STI certificate for such non-gateway intermediate traffic, and does not independently make non-gateway intermediate-provider authentication decisions on its own network infrastructure. To the extent this filing requires a non-gateway intermediate-provider certification, K & A Innovations, LLC is unable to implement STIR/SHAKEN for that function because it lacks control over the network infrastructure necessary to do so, and any applicable network-level authentication functions are controlled by the underlying upstream platform/provider. K & A Innovations, LLC nevertheless maintains and follows a robocall mitigation program designed to significantly reduce the carrying or processing of illegal robocall traffic, including reasonable upstream-provider procedures where applicable, traffic monitoring and investigation, cooperation with traceback efforts, and a commitment to respond fully to traceback requests from the Commission, law enforcement, and the industry traceback consortium within 24 hours.
