Datablaze, LLC qualifies for an exemption from the STIR/SHAKEN implementation obligation under 47 CFR § 64.6302 because it operates solely as a Non-Gateway Intermediate Provider that carries and transports voice traffic between other providers in the call chain. Datablaze, LLC does not originate calls from end users and does not terminate calls to end users. Because Datablaze, LLC neither originates nor terminates calls with end users, it does not have the technical ability to attest to the origination of calls as required by the STIR/SHAKEN framework, and therefore the signing and verification obligations of 47 CFR § 64.6302 do not apply.
