Exemption rules: As a non-facilities-based intermediate provider and wholesale reseller, I have implemented STIR/SHAKEN-compliant controls on the customer-facing portion of my network, including: (1) Know-Your-Customer (KYC) verification procedures; (2) E.164 number validation and verification that all Caller IDs are genuine and callback-capable; (3) Real-time traffic monitoring for illegal robocall patterns; and (4) Robocall mitigation program compliant with 47 CFR § 64.6305(a). However, as an intermediate provider without direct PSTN facilities, the cryptographic signing and attestation of outbound calls (STIR/SHAKEN authentication framework per 47 CFR § 64.6301) is implemented by my upstream carrier partner on the termination leg of the call. This constitutes partial implementation as defined in 47 CFR § 64.6301(a) and (b), where the filer has implemented the framework on a portion of its network (customer authentication and validation systems) but relies on upstream partners for the cryptographic signing portion.
