Exemption rules
The rule that exempts Us from STIR/SHAKEN implementation compliance as a reseller of hosted extensions is 47 CFR § 64.6304, which provides extensions and exemptions from the requirements of § 64.6301 (caller ID authentication obligations for voice service providers). Specifically, this exemption applies under the Commission's interpretation for providers that lack control over the network infrastructure necessary to implement STIR/SHAKEN in the IP portions of their networks, as clarified in the First Caller ID Authentication Report and Order (35 FCC Rcd at 3260, para. 40). This is distinct from the non-IP network extension in § 64.6304(d) but is recognized as a basis for exemption when filers do not own or control the relevant IP switches, servers, or other infrastructure for originating, carrying, or processing SIP calls.
