- Optimum Communications, Inc. subsidiary Cablevision Lightpath LLC ("Lightpath") is subject to the non-IP network extension of the implementation deadline under 47 C.F.R. $ 64.6304(d), which applies to those portions of a provider's network that rely on technology that cannot initiate, maintain, carry, process, or terminate SIP calls and, therefore, cannot implement STIR/SHAKEN. As also explained in its robocall mitigation plan, the only calls transmitted without authentication under STIR/SHAKEN are those local-to-local calls originated by or terminated by Lightpath customers. All other calls made over the networks of the entities covered by this certification, including those calls initiated by Lightpath customers that originate or terminate outside New York, are transmitted through the network operated by Optimum affiliate OV LLC and OV NY, LLC ("Optimum") and converted to IP and subject to STIR/SHAKEN at that time. Accordingly, STIR/SHAKEN cannot be implemented on those portions of its network.
