47 CFR § 64.6301(b) — MVNO lacks control over the network infrastructure necessary to implement STIR/SHAKEN. Qué Tal Mobile, LLC is a Mobile Virtual Network Operator (MVNO) that resells voice services provided over the network infrastructure of its upstream Mobile Network Operator/MVNE. As an MVNO without its own network facilities, Qué Tal Mobile does not have access to or control over the IP network infrastructure, SBCs, or signaling systems required to implement STIR/SHAKEN attestation. STIR/SHAKEN is implemented by the upstream carrier providing the underlying network services.
