- The filer is a facilities-based WISP that resells interconnected VoIP services through upstream providers. The filer does not operate its own SIP core, switching infrastructure, or authentication platform capable of implementing STIR/SHAKEN directly. Therefore, the filer has not implemented the STIR/SHAKEN authentication framework on its own network. Pursuant to 47 CFR § 64.6305, the filer maintains a robocall mitigation program designed to prevent the origination of illegal robocall traffic and relies on its upstream voice service providers to perform STIR/SHAKEN authentication on outbound calls. The filer monitors customer usage, prohibits illegal robocalling in its terms of service, investigates suspicious traffic patterns, and commits to respond fully and within 24 hours to traceback requests from the FCC, law enforcement, and the Industry Traceback Consortium.
