- BlueCloud IAAS, LLC is exempt from the STIR/SHAKEN implementation requirement because it does not originate calls directly to the PSTN. As a hosted VoIP PBX provider, all outbound calls originated by our end users are passed to our upstream SIP trunk providers (Commio, AnveoDirect, Flowroute, and VoIP.ms) for delivery to the PSTN. Our upstream carriers are responsible for STIR/SHAKEN call authentication and signing. BlueCloud IAAS, LLC does not hold an Operating Company Number (OCN) and does not currently possess a STIR/SHAKEN certificate (STI certificate) from the STI Policy Administrator. As such, we are unable to sign outbound calls with STIR/SHAKEN attestation at this time. Pursuant to 47 CFR § 64.6301(a)(2), voice service providers that are not able to fully implement STIR/SHAKEN due to technical or operational limitations are required to instead implement a robocall mitigation program consistent with 47 CFR § 64.6305(a). BlueCloud IAAS, LLC has implemented such a program, the details of which are described in the attached Robocall Mitigation Program Description PDF.
