Call Loom LLC is an originating voice service provider that does not directly implement the STIR/SHAKEN authentication framework. Call Loom utilizes registered upstream voice service providers (including, but not limited to, Telnyx and Twilio) for PSTN connectivity and call authentication. Pursuant to 47 CFR § 64.6301 and § 64.6305, the STIR/SHAKEN implementation obligation applies to voice service providers operating their own IP networks capable of implementing the authentication framework. Call Loom does not operate its own IP interconnection facilities and relies on its upstream providers to perform STIR/SHAKEN authentication. Accordingly, Call Loom qualifies under the exemption applicable to providers without a STIR/SHAKEN implementation obligation and maintains a robocall mitigation program consistent with 47 CFR § 64.6305(a).
