STIR/SHAKEN implementation duties in 47 CFR § 64.6301 attach to providers that operate the IP network where caller ID can be authenticated (originating SBCs, switches, direct interconnect to the PSTN). Guidance for MSP/wholesale scenarios explains that if you: (a) do not have your own OCN/SPC token, (b) do not operate those network elements, and (c) rely on upstream carriers to authenticate and sign calls, you may file as a voice service provider without a STIR/SHAKEN implementation obligation and instead document mitigation, KYC, and traceback processes.
