Exemption rules
There is no specific exemption rule that applies. Under 47 CFR 64.6305, a voice service provider that has not implemented STIR/SHAKEN must instead file a Robocall Mitigation Program. We do not currently perform STIR/SHAKEN signing ourselves; our upstream carrier signs our outbound traffic using its own certificates, and the FCC does not consider upstream signing to constitute STIR/SHAKEN implementation by our company. We therefore correctly file under “No STIR/SHAKEN Implementation” and provide this Robocall Mitigation Program as required by 47 CFR 64.6305. We are actively moving toward full compliance. Our current plan is to obtain our own Service Provider Code (SPC) token and implement STIR/SHAKEN signing to authenticate our outbound calls using our own credentials. Once these steps are completed, we will transition from reliance on upstream signing to our own STIR/SHAKEN call authentication and update the RMD accordingly.
