- Azrak International is a non-facilities-based VoIP reseller that provisions service to end users using the SkySwitch platform and the underlying interconnected VoIP network elements controlled by our upstream provider(s). Azrak does not own, operate, or control the core network infrastructure required to deploy STIR/SHAKEN (e.g., softswitch/SBC/signing/verification functions, interconnects, and associated call path elements) for the traffic carried on the upstream platform. Therefore, Azrak is unable to independently implement the STIR/SHAKEN authentication framework on any portion of the network used to originate calls, because the necessary network infrastructure is not within Azrak’s administrative or technical control. This filing relies on the basis recognized in 47 CFR § 64.6305(d)(2)(i), which permits an explanation of inability to implement STIR/SHAKEN due to lack of control over the network infrastructure necessary to implement STIR/SHAKEN. Where caller ID authentication is available on the underlying platform, it is implemented by our upstream provider(s) as part of the platform/network. Azrak’s role is limited to customer onboarding, service provisioning within the upstream system, and enforcement of contractual and operational controls to prevent illegal robocalls.
