GTC LLC qualifies for an exemption from direct STIR/SHAKEN implementation pursuant to 47 CFR §64.6304 because it operates as a voice service provider without a STIR/SHAKEN implementation obligation and relies on upstream providers to originate and authenticate calls on its behalf.
