ITSTL is a voice service provider that does not control the SIP network infrastructure necessary to independently implement the STIR/SHAKEN authentication framework. ITSTL relies on its upstream carrier and platform provider to implement STIR/SHAKEN authentication on calls originated by its end-user customers. Accordingly, ITSTL files as a provider without a STIR/SHAKEN implementation obligation and maintains a robocall mitigation program consistent with 47 CFR § 64.6305.
