- The filer is a VoIP reseller serving end users and does not operate or control the underlying network facilities used to originate calls. STIR/SHAKEN authentication is implemented by the filer’s upstream provider (SkySwitch) on the originating network. Because the filer does not have technical control over call authentication or certificate management, it cannot independently implement STIR/SHAKEN across its entire network. Consistent with 47 CFR §§ 64.6301(d) and 64.6305(a), the filer maintains a robocall mitigation program, performs customer identity verification and number authorization, monitors calling traffic for abuse, and cooperates fully with traceback requests within 24 hours.
