Exemption rules: 47 CFR § 64.6301 and related Commission orders impose the STIR/SHAKEN implementation obligation on originating and terminating voice service providers that operate the underlying IP-based networks used to place calls into the public switched telephone network (PSTN). The filer does not operate its own PSTN or IP-based interconnection network and does not itself perform call origination or termination at the carrier/network level. Instead, the filer provides application-layer call center software and purchases telephone numbers and underlying call transport services from an upstream U.S. carrier, which bears the STIR/SHAKEN implementation obligations and performs call authentication on its network. Because the filer neither controls the underlying carrier network nor has the technical ability to implement STIR/SHAKEN on that network, it is not subject to the STIR/SHAKEN implementation requirements of 47 CFR § 64.6301. Accordingly, the filer is a voice service provider without a STIR/SHAKEN obligation and complies with 47 CFR § 64.6305(a) through its robocall mitigation program, rather than through direct operation of STIR/SHAKEN.
