In these cases, call authentication and signing are performed by upstream originating carriers. The filer’s network fully supports STIR/SHAKEN and securely passes authenticated SIP calls, preserving STIR/SHAKEN Identity headers without modification. For traffic that is not signed by upstream providers, the filer applies a robocall mitigation program consistent with 47 CFR §64.6305, including traffic monitoring, risk-based routing and restrictions related to calling party identifiers, blocking of suspicious traffic, customer due diligence, and prompt investigation and enforcement actions. The filer commits to responding fully within 24 hours to all traceback requests from the FCC, law enforcement, and the Industry Traceback Group.
