This exemption applies because IT Services of Augusta is a non-facilities-based voice service provider (reseller) that does not own, operate, or control the underlying network infrastructure, switches, SIP signaling paths, or origination facilities required to obtain an SPC token, generate certificates, or authenticate/sign calls using the STIR/SHAKEN framework. All voice traffic is originated and authenticated (via STIR/SHAKEN) by our upstream provider (SkySwitch or their carriers), over which we have no technical control or ability to implement authentication directly. We rely on our upstream provider's compliance with STIR/SHAKEN for calls we route through them, consistent with FCC guidance for resellers lacking network control. We fulfill our robocall mitigation obligations under 47 CFR § 64.6305(a) through customer vetting, monitoring for illegal traffic, and full cooperation with traceback requests."
