Exemption rules: Filer is a switchless reseller of hosted VoIP services. Accordingly, it has no access to the switch for purposes of implementing STIR/SHAKEN. Filer's wholesale provider signs all calls under STIR/SHAKEN. This explanation is provided pursuant 47 CFR 64.6305(d)(2)(i).; AirPBX does not have an obligation to implement the STIR/SHAKEN authentication framework pursuant to 47 CFR § 64.6302(c) and related Commission orders because it is a non-gateway intermediate provider that does not receive unauthenticated SIP calls directly from originating providers and lacks control over the network infrastructure necessary to implement STIR/SHAKEN. AirPBX does not originate calls onto the public switched telephone network (PSTN) and does not operate network elements capable of performing STIR/SHAKEN authentication or signing. STIR/SHAKEN authentication for calls carried on behalf of AirPBX is performed by upstream service providers that control call origination and network interconnection. Accordingly, the STIR/SHAKEN implementation requirement does not apply to [Company Name].
