The filer operates as a non-gateway intermediate provider and is not the first U.S. point of entry for foreign-originated calls, nor does it serve exclusively as a terminating voice service provider. As such, the filer is not required to authenticate all calls using the STIR/SHAKEN framework in all circumstances. Consistent with 47 CFR § 64.6302(d), the filer has implemented STIR/SHAKEN authentication on portions of its network where it directly controls call origination and customer identity. For other call paths, including those where authentication is performed by upstream providers or verification is performed by downstream providers, the filer relies on upstream authentication and downstream verification while maintaining a comprehensive robocall mitigation program. In accordance with 47 CFR § 64.6305(c), all calls carried or processed by the filer, including calls not authenticated with STIR/SHAKEN, are subject to traffic monitoring, anomaly detection, mitigation procedures, and full cooperation with traceback requests within 24 hours.
