Rule: 47 CFR § 64.6304 The Filer is a foreign voice service provider that does not hold a US Operating Company Number (OCN) and is therefore ineligible to obtain the Service Provider Code (SPC) tokens required to implement STIR/SHAKEN. Because the Filer lacks the necessary administrative resources to authenticate calls under the STIR/SHAKEN framework, it has implemented a comprehensive Robocall Mitigation Program (attached) to prevent the origination of illegal robocalls, consistent with FCC requirements for providers without STIR/SHAKEN implementation.
