- Under the current 47 CFR § 64.6301 rules and associated FCC Reports and Orders, the core justification for an exemption typically relies on the "Lack of Control Over Infrastructure" rule. Grux operates as a software-based engagement platform that integrates with our carrier partner for PSTN (Public Switched Telephone Network) connectivity. Because Grux does not own or operate the underlying IP-based switches or Session Border Controllers (SBCs) that handle the actual routing and signaling of the calls, it lacks the physical and logical "control over infrastructure" required to perform the technical act of signing calls. In this service model, the technical implementation of STIR/SHAKEN occurs at the carrier level. Since the upstream provider maintains the authentication framework and handles the SIP headers, Grux cannot independently inject the required digital signatures.
