- 47 CFR § 64.6304(b) (Small Provider/Token Access Exemption) and 47 CFR § 64.6304(d) (Non-IP/Infrastructure Exemption). PhoneOne is exempt from the requirement to directly implement the STIR/SHAKEN authentication framework under 47 CFR § 64.6304. As a non-facilities-based reseller, PhoneOne lacks the direct control over the network infrastructure and the underlying SIP signaling necessary to technically initiate and sign calls with its own certificate. Under the current Governance Authority policies, PhoneOne does not possess an SPC Token. Instead, we satisfy our regulatory obligations by utilizing an upstream provider (SkySwitch) that fully implements STIR/SHAKEN on our behalf. Per FCC guidance for providers in this position, we have selected Option 3 and have implemented a comprehensive Robocall Mitigation Program (as detailed in our uploaded plan) to ensure the integrity of the traffic we originate.
