- Pursuant to 47 CFR § 64.6301(f), the filer qualifies for an exemption from the STIR/SHAKEN authentication implementation requirement because it does not obtain North American Numbering Plan (NANP) numbering resources directly from the North American Numbering Plan Administrator or a Pooling Administrator, and does not sign calls using its own STI certificates. The filer operates as a voice service provider that relies on upstream carriers or service providers for call origination, numbering resources, and any applicable STIR/SHAKEN authentication. Accordingly, the filer has not implemented the STIR/SHAKEN authentication framework on any portion of its network. The filer instead maintains and enforces a robocall mitigation program consistent with 47 CFR § 64.6305(a), which includes reasonable steps to avoid originating illegal robocall traffic, customer vetting and monitoring procedures, traffic analysis and blocking of suspicious or unlawful traffic, and a commitment to respond fully and within 24 hours to all traceback requests from the Commission, law enforcement, and the industry traceback consortium.; Pursuant to 47 CFR § 64.6301(f), the filer qualifies for an exemption from the STIR/SHAKEN authentication implementation requirement because it does not operate as a Gateway Provider as defined in 47 CFR § 64.6300(f).
