Exemption rules
CoreMatrix LLC currently does not have STIR/SHAKEN implementation deployed across its network as we are in the process of obtaining the necessary FCC prerequisites, specifically the 499-A Filer ID, which is required to secure an Operating Company Number (OCN) and subsequently a STIR/SHAKEN certificate from an approved Certificate Authority. FCC Prerequisites Timeline CoreMatrix has submitted FCC Form 499-A to register as a telecommunications service provider and obtain our 499-A Filer ID, a mandatory step for all voice providers seeking STIR/SHAKEN participation. Upon receipt of the 499-A Filer ID, we will immediately apply to the National Exchange Carrier Association (NECA) for an OCN assignment, which typically takes 3-10 business days and costs between $550-$675. With the OCN in hand, CoreMatrix will then register with the Secure Telephone Identity Policy Administrator (STI-PA) to obtain our Service Provider Code (SPC) Token, enabling us to request and deploy our own STIR/SHAKEN digital certificates for call signing and attestation. Commitment to Deployment Once these administrative steps are complete, CoreMatrix will fully implement STIR/SHAKEN across all IP-originated calls in our network, including generating PASSporTs with appropriate A/B/C attestation levels based on customer verification and number ownership. In the interim, all outbound traffic remains subject to our comprehensive Robocall Mitigation Program, which includes rigorous KYC, real-time traffic monitoring, DNO list enforcement, and immediate blocking of suspected illegal robocalls, ensuring compliance with 47 C.F.R. § 64.6305(a). CEO Robert Harris Smith and CTO Alex Damron oversee this process, with deployment targeted immediately upon certificate issuance to meet FCC obligations under the TRACED Act. Regulatory Compliance Status CoreMatrix maintains an active certification in the FCC Robocall Mitigation Database (RMD) detailing our non-STIR/SHAKEN status and mitigation measures, which U.S. terminating providers are required to verify before accepting our traffic. We commit to updating our RMD filing to reflect "Partial" or "Complete" STIR/SHAKEN implementation once certificates are obtained and deployed, in line with the FCC's Eighth Report and Order requirements for originating service providers. Upstream partners and customers are notified that full STIR/SHAKEN signing will commence post-499-A/OCN/certificate acquisition, minimizing any interim risk through our existing controls.
