- The filer is a Voice Service Provider that does not have the technical capability or network control required to implement STIR/SHAKEN. Pursuant to 47 CFR § 64.6301(a), the obligation to implement STIR/SHAKEN applies to voice service providers that originate, transit, or terminate SIP-based calls on their own IP networks and are capable of authenticating and verifying calls. The filer operates solely as a whitebox reseller of hosted voice services provided by an underlying facilities-based provider (CoreDial, LLC). The filer does not operate its own SIP core, does not control call signaling at the network layer, does not hold STI certificates, and does not authenticate, attest to, or verify calls using STIR/SHAKEN. All STIR/SHAKEN functions are performed by the underlying provider and its upstream carriers. Because the filer does not originate, transit, or terminate calls on a network it controls and lacks the technical ability to implement STIR/SHAKEN, the filer is not subject to the STIR/SHAKEN implementation requirement under the Commission’s rules. In accordance with 47 CFR § 64.6305, the filer instead complies with FCC robocall rules by maintaining and certifying a robocall mitigation program, which describes the reasonable steps taken to prevent, identify, and mitigate illegal robocall traffic and to cooperate with traceback requests.
