The filer does not operate its own IP-based voice network for call origination and does not directly control the authentication or signing of outbound calls. All calls originated by the filer are transmitted via upstream voice service providers that have implemented STIR/SHAKEN on their networks. Because the filer does not originate calls on an IP network under its own control, it is not capable of implementing STIR/SHAKEN authentication itself. The filer instead relies on upstream providers for caller ID authentication while maintaining a robocall mitigation program consistent with 47 CFR § 64.6305, including traffic monitoring and cooperation with traceback requests from the Commission, law enforcement, and the industry traceback consortium.
