- The filer is exempt from implementing STIR/SHAKEN authentication pursuant to 47 CFR § 64.6304(a) and 47 CFR § 64.6304(d), which permit voice service providers that do not originate and cryptographically sign calls on their own network to rely on upstream, facilities-based carriers for STIR/SHAKEN implementation. The filer does not possess an Operating Company Number (OCN), does not control numbering resources, and does not operate as a facilities-based carrier. All outbound calls are originated using telephone numbers and SIP trunks provided by upstream carriers that have fully implemented STIR/SHAKEN authentication and signing on their networks. Because the filer does not have the technical capability or regulatory authority to obtain STI certificates or sign calls directly, STIR/SHAKEN implementation is not applicable to the filer’s network. Instead, the filer maintains and enforces a robocall mitigation program consistent with 47 CFR § 64.6305(a), including monitoring of traffic, customer vetting, and cooperation with traceback requests from the Commission, law enforcement, and the industry traceback consortium. Accordingly, the exemption applies as the filer does not originate calls on a facilities-based network and relies on upstream providers for STIR/SHAKEN compliance.
